Flexibility to Raise Rents Under House Bill Would Harm Needy Families and Lay Groundwork for Funding Cuts

Our analysis finds, however, that local variation in rules for setting tenant rents would have few benefits and could be expected to lead to sharp rent increases for many low-income people, lay the groundwork for funding cuts that could compel local agencies to raise rents even if they would prefer not to, and create a complex patchwork of local rent rules that would make rental assistance less effective and efficient.
