As a Senior Fellow and the Director of Housing Policy, Fischer focuses on programs and policies that help people with low incomes afford housing. Since coming to the Center in 2002, he has played a role in designing and advancing a number of policy changes to improve or expand the Housing Choice Voucher program and other federal rental assistance.

In 2022-2023, Fischer served for six months as a program advisor at the U.S. Department of Housing and Urban Development. Earlier, he held a position as an analyst at Berkeley Policy Associates, where he evaluated state TANF programs and U.S. Department of Labor workforce development initiatives. He also worked on economic development and other issues at the International City/County Management Association.

Fischer holds a Master of Public Policy degree from the University of California, Berkeley’s Goldman School of Public Policy.
