[7] The after-tax estimates will likely account for three of the 2025 reconciliation law’s new tax provisions: raising the Child Tax Credit from $2,000 to $2,200 per child (a provision that leaves out 19 million children in families with low and moderate incomes); an expanded standard deduction; and a new deduction for seniors. The Tax Policy Center calculates that these and other provisions of the bill modestly increased inequality in after-tax income in 2025. Census data will not capture several other new tax cuts in 2025 related to tips and overtime income; increased tax deductions for generally wealthier taxpayers who pay high state and local taxes; or a provision taking Child Tax Credit eligibility away from children who don’t have at least one parent with a Social Security number. Counting those provisions, the Tax Policy Center estimates that the bill added an estimated 0.8 percent to the income of the highest one-fifth of households in 2025, substantially more than it added to the incomes of the bottom one-fifth (0.2 percent).
