Victoria is a Senior Research Analyst on the Income and Poverty Trends team. Victoria is a social policy researcher who studies household economic well-being and income support policies through an equity lens. Her work focuses on improving outcomes for children and families. Before joining the Center, Victoria worked with the Prenatal-to-3 Policy Impact Center at Vanderbilt University and the Bipartisan Policy Center analyzing federal and state income support policies related to early childhood. For five years, Victoria implemented the federal SNAP-Education program in Florida, which involved collaborating with state and local partners to serve Floridians eligible for food assistance through SNAP.

Victoria holds a PhD in public administration and policy from American University’s School of Public Affairs. She also holds a Master of Public Health and bachelor's degrees in political science and family, youth, and community sciences, all from the University of Florida.
