Moving to Work
The Moving to Work (MTW) demonstration permits state and local housing agencies to obtain broad waivers of federal rules governing the public housing and Housing Choice Voucher programs so they can test alternative policies related to work and other areas. In December 2015 Congress directed HUD to add 100 more MTW agencies over seven years to the 39 already participating in the demonstration. MTW has fostered some useful innovations but has also had serious adverse effects. Congress should not expand it further — and at a minimum should not consider another expansion until the one it passed in 2015 has been completed and evaluated.
