This week at CBPP, we focused on the federal budget, health, and income security.

On the federal budget, CBPP President Sharon Parrott emphasized that as the government shutdown ends, two fundamental issues remain unaddressed: averting a massive spike in people’s health care costs and guarding against the Trump Administration’s illegal and unilateral actions against bipartisan funding laws.
On health, Nicole Rapfogel noted that expanding health savings accounts would do little to improve access to affordable health care for people with low and moderate incomes.
On income security, Diana Azevedo-McCaffrey, Zhané Moledina, and Kimberly Drew underscored that states should use Temporary Assistance for Needy Families (TANF) to help families meet their basic needs and thrive, not to balance state budgets.

Marketplace Enrollees In Every Congressional District Face Steep Premium Increases Unless Tax Credit Enhancements Are Extended

Note: FPL = federal poverty level. Examples are based on 2026 average benchmark premiums for essential health benefits. The example family of four includes two 40-year-old adults, a 10-year-old child, and a 5-year-old child. Incomes for Alaska and Hawai'i are based on their state-specific poverty levels. Premium increases shown for Massachusetts and New Jersey account for state-specific subsidies. Premium increases shown for New Mexico reflect the impact of state subsidies that will cover the effect of expiring enhancements.
