Rachel is the Lead Researcher of State Climate Policy on the State Fiscal Policy team. She builds transformational climate and social justice policy through cross-sector collaboration. She has over a decade of experience, which includes working with the American Society of Adaptation Professionals, the National Oceanic and Atmospheric Administration, the White House Council on Environmental Quality, and private sector companies. Rachel holds B.A., M.P.P., and M.S. degrees from the University of Michigan.
