Jay is a Senior Policy Analyst on the State Fiscal Policy team. Prior to joining the Center, Jay served as an advocate for issues related to Tribal Sovereignty and climate, particularly focused on western water policy. He has worked for nonprofit organizations, as well as for the Arizona State Legislature and Congress. Jay has a juris doctorate from Temple University and a bachelor's degree in history from Arizona State University.
