CBPP Names Peggy Bailey Executive Vice President for Policy and Program Development

The Center on Budget and Policy Priorities (CBPP) today named Peggy Bailey as Executive Vice President for Policy and Program Development.

In her new role, Bailey will help guide CBPP’s work to strengthen, reform, and better resource federal and state programs to ensure that all people, regardless of background or identity, have the resources they need to thrive. She will also facilitate collaboration across CBPP policy teams and continue to engage with national partners and funders, serve as a spokesperson for the Center, and support efforts to ensure that equity and justice are centered in CBPP’s work.

“Peggy brings to this new role excellent leadership abilities and deep expertise across many of the Center’s policy areas,” said Sharon Parrott, CBPP’s President. “Peggy models how to center people in our work and has helped expand how the Center authentically and respectfully partners with people who have lived expertise of racism and economic and health insecurity. She is also a powerful spokesperson for the role of government at all levels in advancing economic and health justice.”

Bailey returned to CBPP in 2022 and serves as CBPP’s Vice President for Housing and Income Security. She first joined the Center in 2016 as the director of “Connecting the Dots: Bridging Systems for Better Health,” a Center initiative that identified opportunities to strengthen the link between housing and health policy. She later served as the Center’s Vice President for Housing Policy.

In addition to the leadership roles she has played at CBPP, Peggy brings experience from positions she has held in government and in other nonprofits. She most recently served as Senior Advisor for Rental Assistance at HUD under former Secretary Marcia L. Fudge.

“I’m thrilled to take on this role at a time when CBPP’s work is more important than ever,” said Bailey. “We need to keep building the connections between housing, income, health, nutrition, child welfare, and other systems of care to make resources easier to access and flexible enough to meet people’s needs. That includes recognizing the ways racism and discrimination have created the inequities that persist today and must be addressed to achieve a country where all people thrive.”

Prior to joining CBPP in 2016, Bailey was the Director of Health and Housing Integration at the Corporation for Supportive Housing, where she worked to help state Medicaid agencies implement strategies to expand coverage and services for people experiencing homelessness who also had chronic health conditions and/or disabilities. Bailey also held positions at the National Alliance to End Homelessness and the Association of Maternal and Child Health Programs after starting her career in the Office of the Assistant City Manager in Rockwall, TX.
