Rosie Hilmer is the Deputy Director of Messaging and Events on the Communications team. As the leader of CBPP’s messaging work, she ensures our research and advocacy work is communicated to public audiences clearly and accessibly through written content and events.

Rosie has nearly 20 years of experience running press operations, developing messaging strategy, conducting issue advocacy, managing events, and shaping and implementing policy initiatives on Capitol Hill and for local, statewide, congressional, presidential, and issue advocacy campaigns. She has served as a Senior Advisor and Communications Director for Rep. Annie Kuster of New Hampshire, Press Secretary for Sen. Sheldon Whitehouse of Rhode Island, Chief Communications Officer for Freedom For All Americans, Operations Director for Senator Barbara Boxer’s 2010 Senate race, and Michigan Press Secretary for Hillary Clinton’s 2016 presidential campaign.

Throughout her career, Rosie has dedicated her personal advocacy efforts toward working with people from all political backgrounds to advance the fair and equal treatment of everyone, including by championing programs that support income equality.
