Noah is the Senior Manager of State Communications on the State Fiscal Policy team. In collaboration with the State Priorities Partnership network, he works to strengthen communications capacity and provide strategic guidance and training on earned media, messaging, and story collection.

He brings over ten years of experience across communications, policy, and campaigns, with a focus on progressive issue areas including human rights, environmental protection, democratic integrity, public health, and reproductive rights, with work spanning India, Australia, and the United States.

Previously, Noah managed internal and external communications and messaging strategies at Planned Parenthood Los Angeles. He also developed and led communications and campaign initiatives at the Foundation for Alcohol Research and Education, an alcohol harm-reduction advocacy organization in Australia, and worked as a campaigner with a grassroots and online movement-building organization in India.

Noah holds a master’s degree in public policy from the University of Sydney, a postgraduate diploma in multimedia journalism from the Indian Institute of Journalism and New Media in Bangalore, and a bachelor’s degree in engineering from the University of Mumbai.
