Jennifer Sullivan

Jennifer Sullivan is Director of Health Coverage Access and leads the Center’s Beyond the Basics project, which provides training and resources about the Affordable Care Act’s marketplace and other health coverage programs to support navigators and others who help people get and keep their health coverage. She joined the Center in 2018 and has led projects related to housing and health integration as well as population health and state fiscal policy.

Previously, she was Director of Policy and Programs at the Alliance for Health Policy. From 2011 to 2017 she served in leadership roles at Enroll America, where she worked with national and state stakeholders to identify, develop, and disseminate information about outreach and enrollment best practices for Medicaid, the Children’s Health Insurance Program, and health insurance marketplaces. Sullivan has also held positions at the Centers for Medicare & Medicaid Services and Families USA, where she worked on federal policies to strengthen health coverage programs for low-income people.

Sullivan holds a Master of Health Science in Health Policy from the Johns Hopkins Bloomberg School of Public Health and a B.A. in Sociology from Kalamazoo College.
