Policy Analyst/Senior Policy Analyst, Health Insurance and Marketplace Policy

The Center is known for its unique capacity to blend rigorous, timely analysis with effective communications that enable policymakers and the media to make use of its work.

CBPP is seeking to hire a Policy Analyst or Senior Policy Analyst to work as part of the Center’s Health Policy division, taking a leading role on issues related to marketplace health coverage and other private health insurance. The Health team works at both the federal and state level to strengthen and expand health coverage for low- and moderate-income people; promote health equity in Medicaid, Medicare, the Children’s Health Insurance Program, the Affordable Care Act (ACA) marketplaces, employer-sponsored coverage, and tax policy; and secure adequate, sustainable, and progressive financing mechanisms for public health care expenditures.

Responsibilities

  • Craft policies and strategies that improve and protect health coverage through the ACA marketplaces, further expand affordable coverage and access to care for people who are uninsured and who have low or moderate incomes, and make it easier for eligible people to enroll in affordable coverage and access financial assistance with premiums and cost-sharing charges.
  • Advance policies that promote health equity and racial justice and center the lives of people with lived experience of racism, discrimination, poverty, and low-paid work.
  • Maintain and strengthen relationships with partners and stakeholders, including government officials, health advocacy organizations, state advocates, and other experts in private health coverage, health-related tax policy, marketplace operations, and health equity to advance the Center’s policy and implementation goals related to marketplace coverage and access to care for people with low or moderate incomes.
  • Produce written materials (such as reports, blog posts, talking points, comments on federal regulations, and memos) to support advocacy efforts related to marketplace health coverage, private insurance market standards and reforms, employer-sponsored health coverage, state-led coverage and affordability initiatives for the marketplace population, health-related tax policy, and other health policy issues.
  • Produce fact sheets and other written products and contribute to webinars for enrollment assisters through the Beyond the Basics project.
  • Effectively communicate CBPP’s policies and messages, in writing and orally, to policymakers and members of the media.
  • Collaborate closely with staff in the Health Policy division and in other Center departments.

Qualifications

The successful candidate will demonstrate expertise in health policy issues for people with low incomes and a successful track record of working to affect health policy outcomes at the federal or state level. This individual will bring a mix of the following skills and experiences:

  • Policy Analyst- At least four years of relevant work experience. A related graduate degree or Juris Doctor (J.D.) may be counted toward two years of work experience.
  • Senior Policy Analyst- At least seven years of relevant work experience. A related graduate degree or Juris Doctor (J.D.) may be counted toward two years of work experience.
  • Knowledge of ACA provisions and programs, especially marketplace plan standards and financial assistance, private insurance market rules, state insurance regulation, premium rate-filing, marketplace operations, and section 1332 waivers.
  • Strong research, writing, and analytic skills.
  • Demonstrated ability to provide strategic guidance and technical assistance, informed by significant experience working with policymakers, advocates, and other relevant constituencies to develop policy options and achieve change.
  • Commitment to the accuracy and transparency of analytic work and an ability to use analysis to advocate for policy change.
  • Ability to work independently and prioritize and manage multiple priorities under tight deadlines.
  • Profound understanding of the role that racism and discrimination play in health policy and health care affordability and access, and a commitment to advancing equity in the Center’s health policy work.
  • Willingness to take on new issues and responsibilities to engage in emerging debates that provide opportunities to expand and improve health coverage.
  • Excellent ability to communicate CBPP’s policies and messages, in writing and orally, to partners, policymakers, and members of the media.
  • Demonstrated ability to think strategically about opportunities to affect policy decisions and implementation, develop thoughtful work plans in collaboration with others, and balance competing priorities and interests.
  • Exceptional ability to collaborate with people in an inclusive manner, internally and with external partners, to transform ideas into action and to respond to multiple demands in a complex, fast-paced, and rapidly changing policy environment.

The Center will be operating on a hybrid work schedule that includes at least two days per week in-person at our Washington, D.C. office.
