Moving to Work

The Moving to Work (MTW) demonstration permits state and local housing agencies to obtain broad waivers of federal rules governing the public housing and Housing Choice Voucher programs so they can test alternative policies related to work and other areas. Thirty-nine agencies participate today and in December 2015 Congress directed HUD to add 100 more over seven years. MTW has fostered some useful innovations but has also had serious adverse effects. Congress should not expand it further — and at a minimum should not consider another expansion until the one it just passed has been completed and evaluated.
