Joanna is a Policy Analyst on the State Fiscal Policy team. She provides research and technical assistance to state-level advocates to promote equity through policies like refundable tax credits and adequate, equitable revenue for public education. Before joining the Center, she taught in the Houston public school system. LeFebvre has interned at North Carolina’s Office of State Budget and Management and the North Carolina Justice Center, a former member of the Center’s State Priorities Partnership network. She graduated Phi Beta Kappa with a degree in International Development from Washington University in St. Louis and earned a Master of Public Policy degree from Duke University’s Sanford School of Public Policy.
