Ed Bolen is the Director of SNAP State Strategies on the Food Assistance team. He applies his versatility and technical know-how in developing the team’s SNAP state policy agenda and provides strategic guidance and technical assistance to state advocates and federal and state agency partners. He will continue to build the capacity of the growing network of SNAP state advocates and lead the team’s efforts on SNAP and work (Employment and Training, work requirements, ABAWDs).

Prior to joining the Center, Bolen was Senior Policy Analyst at California Food Policy Advocates. While there, he advocated for administrative and legislative improvements to food assistance programs and provided training and technical assistance to community-based organizations. He also has worked in public health law, most recently consulting on legal strategies to combat childhood obesity with the National Policy and Legal Analysis Network. Prior to that, he was senior staff attorney at the Child Care Law Center, specializing on licensing, subsidy and legislative issues affecting low-income families in child care and early education settings.

Bolen received his law degree from University of California Hastings.
