Warren is the State Strategies Manager at the Center on Budget and Policy Priorities working with State Fiscal Analysis Initiative organizations and other nonprofit groups to strengthen their coalitions, partnerships, and outreach strategies on fiscal policy.
She joined the Center in August 2012 and brings over eight years of experience with coalition-building and communications on state-based policy issues. Before joining the Center, Warren was a Senior Policy Advocate for five years at the Budget and Tax Center, a project of the North Carolina Justice Center and a member of the State Fiscal Analysis Initiative, working on tax and budget issues, work and income supports, workplace standards, and prisoner re-entry. Prior to that, she was the Director of the North Carolina Coalition for Lobbying Reform, a successful bipartisan effort to strengthen the state’s lobbying and ethics laws. Warren also worked on communications and event planning at El Pueblo, a Latino advocacy organization in North Carolina. She maintains close ties to the North Carolina advocacy community and has served on a number of Boards. She currently chairs the Covenant with North Carolina’s Children Board of Directors.
Warren graduated Phi Beta Kappa with a BA from Grinnell College.
