Gideon Lukens is Senior Fellow and Director of Research and Data Analysis on the Health Policy team, where he works on Medicaid, health insurance exchanges, and other policy issues.

Before joining the Center, he served as Deputy Associate Director for Economic Policy at the Office of Management and Budget (OMB), where he led the Economic Policy Division and advised OMB leadership on economic policy developments. Prior to that, in his role as an economist at OMB, he analyzed the impacts of health care policy proposals, revamped agency health care models, monitored health care costs and enrollment trends, and provided data and analytical support on a broad range of health and income security policy issues. In 2016, he served as staff economist for the Commission on Care, established by Congress to examine ways to reshape the future of health care for veterans.

Lukens holds an M.A. in Economics and a Ph.D. in Political Science from the University of California, Los Angeles.
