Louisa B. Warren is the Senior Director for Advocacy and Campaigns on the State Fiscal Policy team. She leads the organization’s efforts to drive state-based advocacy strategies and campaigns on state and federal policies that foster economic, health, and racial justice in deep collaboration with the State Priorities Partnership, a network of state policy organizations CBPP coordinates.

Her team of issue campaigners and coalition experts designs and executes strategic priority campaigns in the states, scales up the capacity of state advocates to win, and engages in equitable partnership strategies that build power for bold, economic, health, and racial justice policy visions in the long term.

Warren brings nearly two decades of experience with building economic justice campaigns and funding initiatives that harness state power to build opportunity for all. Prior to joining the Center in 2012, she was a Senior Policy Advocate at the North Carolina Justice Center, formerly home to the state’s State Priorities Partnership affiliate, working on tax and budget issues, income supports, workplace standards, and prisoner re-entry. Prior to that, she was the Director of the North Carolina Coalition for Lobbying Reform, a successful bipartisan effort to strengthen the state’s lobbying and ethics laws led by Common Cause North Carolina. Warren also worked on communications and event planning at El Pueblo, an immigrant advocacy organization in the state. A native of Raleigh, she maintains close ties to the North Carolina advocacy community and has served on a number of Boards locally, including North Carolina Voters for Clean Elections, North Carolina Women United, and Democracy North Carolina. She was also selected to be a William C. Friday Fellow for Human Relations as part of a two-year leadership program.

Warren graduated Phi Beta Kappa with a B.A. from Grinnell College.
