Iris Lav

Iris J. Lav rejoined the Center as a Senior Fellow in 2017 to focus on the interactions between federal policies and state and local governments. Previously she served at the Center for 20 years, spending a majority of her time as deputy director and retiring in 2011. Currently Lav is working part-time for the Center.

Together with foundation partners, she created the State Fiscal Analysis Initiative, now called the State Priorities Partnership, a network of nonprofit organizations that work on state budget issues. The network began with 11 state organizations in 1993; now the Partnership operates in over 40 states.

Lav has taught public finance at Johns Hopkins University and George Mason University, and has served as a commissioner on the District of Columbia Tax Revision Commission. In 1999, she received the Steven D. Gold award for contributions to state and local fiscal policy. The award is jointly given by the Association for Public Policy Analysis and Management, the National Conference of State Legislatures, and the National Tax Association.

Prior to joining the Center, Lav was associate director of public policy for the American Federation of State, County, and Municipal Employees and a senior associate at a consulting firm. She holds an MBA from George Washington University and an AB from the University of Chicago.
