In her twenty-second year as Legislative Director for the Center on Budget & Policy Priorities, Ellen coordinates the Center's work with federal policymakers and with other national, state, and local organizations.

Her particular areas of interest are in budget and tax issues. In addition, she also directs the Center’s legislative efforts to improve federal policies affecting Medicaid and health insurance programs.

She is regarded as one of the leading legislative directors among non-profit organizations in Washington and frequently is asked to provide support to a number of coalitions by providing technical assistance, strategic guidance, and communications and messaging planning for their legislative activities.

Sought out by journalists for analyses and commentary on congressional developments, Ellen is cited by many respected news outlets covering legislative and budget developments.

She is a frequent commentator on and analyst of legislative processes and lobbying efforts for media and non-profit organizations alike.
