State Fiscal Policy
Elizabeth Hudgins

Hudgins joined the State Fiscal Project of the Center on Budget and Policy Priorities as a Senior Policy Analyst in August of 2007.

Hudgins brings with her over a dozen years of experience working on state issues affecting low-income families, most of that time working on the State Fiscal Analysis Initiative. She served nine years with the State Fiscal Analysis Initiative at Children’s Action Alliance in Arizona, most recently as Vice-President of Policy and Research. Topic areas included budget and tax analysis, TABOR, unemployment insurance, single sales factor, welfare reform, public health insurance, child care subsidies, and other low-income family issues.

 From 2005 to 2007, as Senior Director for Policy Research with Action for Children North Carolina, Hudgins prepared analysis and conducted communication efforts on low-income family issues, education policy, juvenile justice, health insurance, child welfare and other topics. At both organizations, Hudgins worked with coalitions, serving as the first chair of Protecting Arizona’s Family Coalition and sitting on the Board of Directors of the Covenant with North Carolina’s Children.

Prior to working with child advocacy organizations, Hudgins evaluated county-level welfare-to-work strategies in North Carolina with the University of North Carolina at Chapel Hill. She holds an M.P.P. from Duke University's Terry Sanford Institute of Public Policy.
