The major means-tested benefit programs, including the Food Stamp Program, cash welfare assistance, Medicaid, and Supplemental Security Income (SSI), either require or allow states to apply asset tests when determining eligibility. Applicants whose assets exceed a dollar limit set for the program are ineligible for benefits, even if they have little or no income.

These asset tests penalize low-income people who have built modest savings and may discourage such saving in the first place. They also can be extremely complicated; a particular asset may or may not count depending where applicants live and which benefits they seek.

The Center on Budget and Policy Priorities publishes reports that explain the asset rules in various public benefit programs and highlight steps that policymakers can take to remove barriers to saving for low-income families.
