Manuela Garza

International Program Officer

Manuela Garza recently joined the International Budget Partnership as Program Officer for the Partnership Initiative. 

She holds an M.A in Anthropology from the New School for Social Research in New York, a Diploma on Gender and Development in Latin America from Mexico’s Instituto Tecnológico Autónomo de México (ITAM) in Mexico City, and a B.A in International Relations also from ITAM.

Before joining the IBP, Manuela worked for Fundar, Center for Analysis and Research in Mexico City as a researcher for the Social Budgets Project where she monitored budgets, particularly with regard to health, education, poverty and nutrition. She was also part of the team which coordinated Fundar’s Gender Budget Initiative funded by the United Nations Development Fund for Women. While in graduate school, she volunteered at Family Care International at their Latin American Program where she carried out research on maternal mortality and sexual and reproductive health.

Prior to joining the non-profit sector, Manuela worked at the local government level in the Mexican state of Oaxaca with the development planning office as a public policy consultant and as the office’s liaison with the state's Indigenous Affairs Ministry.
