Ellen is a Senior Advisor to the Center’s President and a senior member of the Government Affairs team. She leads the Center’s legislative work on tax issues, including its work to build a fair, adequate, and sustainable revenue system and to expand refundable tax credits for children in families with low incomes. She also leads the Center’s legislative efforts on nutrition policy, including vital anti-hunger programs such as SNAP and WIC, and contributes to the Center’s legislative work on budget and other issues.

Over four decades, Nissenbaum’s work with federal policymakers as well as national and state partner organizations has contributed to major policy improvements that reduce poverty and inequality and promote opportunity. She previously served as the Center’s Senior Vice President for Government Affairs, directing the Center's work with federal policymakers and other national organizations across a broad range of policy areas such as federal budget and tax issues, Medicaid and health care, and nutrition programs.

Regarded as one of the leading government affairs professionals among non-profit organizations in Washington, Ellen helps a broad array of national and state organizations and coalitions strengthen their impact on federal policies by providing information on key policy developments in Congress and the Executive Branch, strategic guidance, and communications planning. She regularly speaks at conferences and briefs policymakers, and she is frequently sought out for analysis and commentary by journalists at prominent news outlets covering legislative and budget developments.
