Catherine Collins
Catherine Collins joined the Center in July 2009 as a senior policy analyst with the Center’s State Fiscal Project.
Collins’s career has focused on state and local fiscal conditions from a variety of perspectives. She worked in the New York City Office of Management and Budget and Department of Finance for over ten years as a senior policy analyst working on tax policy and tax enforcement issues. Subsequently, she worked in the municipal credit market; first as vice president at Moody’s Investors Service and then with a German bank in the U.S. In both positions, Collins concentrated on fiscal and debt issues of state and local governments, both in the US and internationally.
She held an appointment at John Jay College of Criminal Justice, CUNY where she taught a variety of courses in the Public Management graduate program.
Collins holds a AB, MPA, and Ph.D. from the Maxwell School at Syracuse University.
