Director of Health Policy

The Center on Budget and Policy Priorities, a policy institute that works on national and state issues, is seeking a Director of Health Policy.  The Center has attained a national reputation for its unique capacity to blend rigorous, timely analyses with activities designed to enable policymakers in Washington and the states to make use of its work.

The Center’s health department undertakes extensive work at both the state and federal levels to strengthen health coverage among low-income populations by analyzing proposed changes in government policies, designing new approaches to covering low-income families and individuals, providing technical assistance to policymakers, conducting research on implications of health policy choices, and working with other federal and state nonprofits on these issues.

The department works at both the state and federal levels to safeguard and strengthen public health insurance coverage for low-income children and families through Medicaid and the State Children’s Health Insurance Program.  The Center also focuses on the intersection of health and tax policy, including the policy implications of health tax credits, individual health savings accounts, changes to the current tax treatment of employer-sponsored insurance, and other tax proposals related to health coverage.  It has begun to expand its work to include Medicare, including issues related to Medicare financing and to low-income beneficiaries, and is now working on state regulation of private insurance markets.  Moreover, analysis of health care policy is a prominent component of the Center’s work on long-term fiscal challenges for government at the federal and state levels.

The Director will provide leadership and direction to the Center’s health policy work and manage its skilled team of policy analysts.  The director will work with staff to set priorities,  supervise the development and writing of  research projects and strategy papers, identify and assess new opportunities for health policy work, and work with staff to provide information and technical counsel to policymakers and other non-profits on legislative, regulatory, and administrative issues.  The Director also may author papers and is directly involved with designing policy and programmatic options at the federal and state levels.  As a principal spokesperson for the Center on health issues, the Director will deliver speeches and testimony and provide information to the press.

Candidates must demonstrate both in-depth knowledge of health policy issues for low-income, uninsured, and underinsured populations and experience working at a senior level to affect health policy at the state or federal level.  They must have excellent writing and analytic skills, experience developing and analyzing policy and programmatic options, and a demonstrated capacity to work with policymakers and non-profits.  They also must demonstrate the ability to think strategically about opportunities to affect policy, to balance competing priorities, and to work collaboratively with colleagues.  Candidates should have at least ten years of relevant experience; a graduate degree in a relevant field is desirable.
